Tuesday, April 19
Plenary I – Global ATM/CNS Modernization (U.S., Europe and Asia)

Each year the ICNS Conference brings together government and industry aviation leaders from the various international regions to provide updates on the progress being made on their respective modernization activities. This year we are proud to announce that along with updates from ICAO, NextGen and SESAR, we will have for the first time, a briefing on the CARATS Program, the Japan ATM modernisation initiative.
It is probably safe to say that this plenary represents one of the few opportunities to receive information on the current status of each modernization program and their plans for global harmonization from each organization’s chief architect for these efforts. The plenary will also include the International Civil Aviation Organization’s perspective on how well the regions are doing with their harmonization efforts and what needs to be done to help ensure global interoperability.
Briefings from senior management at EUROCONTROL and the FAA also will help to provide detailed perspectives on what each of their respective organizations is doing in the areas of communications, navigation and surveillance to help achieve their modernization goals and what challenges and opportunities lie ahead.

Plenary II – International Standardization

Technology in aviation, on ground and in the air, is developing fast and provides many opportunities to improve safety, efficiency and compatibility. A key challenge for standardization organisations is to ensure that resulting standards are effective, efficient, beneficial to industry stakeholders, support industrialization, have a clear path to operationalization, enable innovation, and even further technological developments. The key enabling technologies of communications, navigation and surveillance form the backbone of a coherent collaborative and ever more integrated ATM system.
With the development of the Aviation System Block Upgrades (ASBUs) and the approval of the Global Air Navigation Plan, ICAO has put in place a framework for technological development for the coming decades. This is in addition to existing regional ATM modernization programs such as SESAR, NextGen, CARATS.
Standards are a major building block to enable the implementation of these modernization programmes. ICAO has recognized the added value of cooperating more directly with standardization bodies, such as EUROCAE and RTCA, and has also initiated a road map bringing together standardization activities from different levels.
Can the standardization and regulation process follow the pace of innovation? What is needed from standardization organizations in Europe and globally to support the high level goals? How do we ensure standardization does not stifle innovation? What needs to be standardised, what needs to be regulated?
Introducing the role of standard-making organizations in aviation, this session will cover the role of EUROCAE, RTCA, ICAO and AEEC/ARINC in the global framework, and highlight examples of standardization activities in the CNS domain, as well as questions relating to the coordination of the various standardization activities.

Plenary III – Cybersecurity
Chairs: Natesh Manikoth, FAA, and Patrick Mana, EUROCONTROL
This plenary will address system, procedural and organizational aspects of cybersecurity in aviation, ATM and CNS. The session will also introduce some initiatives being launched by aviation stakeholders which will enhance the aviation, ATM and CNS cybersecurity and address the related emerging challenges (e.g., UAV/RPA, data sharing).
Cybersecurity becomes more and more important for aviation not only because of the evolutions of technology and architecture but also because aviation becomes more attractive to attackers and its reputation is unduly subject to publication in the media.
This session will therefore provide information about where we are today and where we are aiming at with regards cybersecurity in aviation, ATM and CNS, while benefiting from other domain experience. The session will include speakers from diverse organizations to provide the participants with perspectives on different aspects of cybersecurity.
