Integrated CNS: Towards Innovative and Efficient CNS Service Provision
The Integrated Communications Navigation, and Surveillance (ICNS) Conference is the premier international aviation conference addressing technology and policy advances in communications, navigation, and surveillance (CNS) and air traffic management (ATM). The ICNS Conference provides a forum for thought leaders, policymakers, researchers, and other technical experts from government, industry, and academia around the world to connect and explore important policy, science, and technology issues. This includes air navigation service providers (ANSPs), communication service providers, aircraft manufacturers, airspace users, government and regulators, academia, and many aviation industry suppliers.
ICNS 2025 will explore the CNS evolution and address innovative models of service provision focusing on the technical developments, global harmonization, and future opportunities for communication, navigation, and surveillance technologies to expand the CNS role in ensuring the safety, reliability, efficiency, and sustainability of aviation.
The ICNS 2025 edition will take place for the first time in Europe — facilitating the participation and active involvement of new participants, as well as bringing the conference closer to other major centers of aviation. ICNS 2025 will be a three-day in-person event to be held at the EUROCONTROL Headquarters in Brussels, Belgium. The conference will include plenary sessions in the mornings and technical discussions in parallel tracks in the afternoons. Distinguished speakers will set the stage for policy, economic, operational, and technological aspects in opening keynotes. Each plenary session will address a CNS topic of global relevance. Each technical discussion will be a presentation of a technical/scientific paper followed by Q&A.
The ICNS Conference provides an excellent opportunity for networking with friends and colleagues from across the world during the breaks and social events, and for sharing views and ideas with policymakers and researchers.
Call for Papers and Presentation Topics
Authors are invited to introduce their work to the ICNS community. This is a great way to present your scientific and technical ideas, refine your research, and present your findings. Technical papers along with presentation slides are solicited for the technical sessions, focusing on the key topical areas listed below:
- Air Traffic Management (ATM), UAS Traffic Management (UTM) and Space Traffic Management (STM)
- Aviation Sustainability (Environment, Economy, and Society)
- Communication, Navigation, and Surveillance Services and Systems
- Connected Aircraft Concept and Hyperconnected Air Traffic Management
- Cybersecurity
- Datalink and Connectivity
- Flight Deck Applications, Automation, and Evolution
- Global Aircraft Tracking
- Global Harmonization of Operations, Standards, and Practices
- Global Navigation Satellite Systems (GNSS) and Alternative Positioning, Navigation, and Timing (APNT)
- Info-Centric, Performance–based CNS
- Operational Efficiency – Airspace, Airport, Airplane, Routing, etc.
- Satellite-based Systems for CNS
- Service provision, innovation, resilience, and efficiency
- Spectrum Management
- Traffic, terrain, and advanced weather surveillance
- Use of Artificial Intelligence and Machine Learning (AI/ML) for safety assurance, verification, and validation
- Other topics – papers are also welcome for submittal even if they do not strictly cover the above areas, provided they are of interest to the ICNS community and relevant to CNS technologies and operations.

Best Paper Competition – Student and Professional
ICNS 2025 will include student and professional Best Paper competitions. Active students and professionals within two years of graduation are eligible for the ICNS Student Best Paper honorarium awards. Those not eligible for Best Student Paper are eligible for Best Professional Paper awards. Your paper must be submitted by the Final Paper due date to be eligible for grading.
Abstract Submission
Authors are expected to address one or more of the key topical areas listed above or address a similar topic of technical relevance to CNS development.
Abstracts should clearly define the goal of the work, its tasks, methods, and results (anticipated or completed), as well as the potential benefits or applications of the work. Abstracts need to be clear and concise, with at least 250 words and no more than 750 words.
Decision notifications are on a rolling basis depending on the time of submission. All decisions will be released by 15 December 2024.
