We are very happy to announce that the ICNS executive committee has chosen Roy Oishi as this year’s 2022 winner for the ICNS Champion Award.
The ICNS Champion Award was established with a primary goal to recognize individuals with significant contribution to CNS either as whole or in one or more of its components.

Roy Oishi retired as an ARINC Fellow in 2010 after 20 years working in air-to-ground voice and data communications. He has more than 30 years of experience developing software for the automated testing of avionics equipment. He served as chair and later executive secretary of the Airlines Electronic Engineering Committee (AEEC), developing aviation standards to support member airlines in avionics design and development.
As technical director of the ARINC Industry Activities Division, Oishi supported airline technical committees covering aircraft networking and security, software interfaces for navigation and airport mapping databases, data loading of avionics systems, cabin electronics and other areas. He also supported the vice president for aviation services on air-to-ground data communications systems for airline and air traffic control use. In that role, he advised the U.S. representative to the International Civil Aviation Organization (ICAO) Operational Data Link Panel and served on RTCA (Radio Technical Commission for Aeronautics) task forces on data communications and the Global Positioning System (GPS), as well as special committees on data link services and message hazard mitigation.
Oishi is an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA), having served on its Digital Avionics Technical Committee and the ICNS Executive Committee. He is also an Institute of Electrical and Electronics Engineers (IEEE) Life Senior Member and has served on the IEEE Standards Board.
